The settlement was originated as a support for the research team located near ruins of Edmonton. Little is known about the Ark which crash landed there except that after the first Indogene expedition arrived, they erected an energy barrier around it. No one but them was allowed to enter, but soon they realized they needed more supplies and resources to go on with their research. So they invited more Indogene people and set up a settlement outside the barrier at the ruins of Red Deer. As most of the Canadian territory became a crystalline desert after terraforming, all the buildings and life support system had to be built from scratch. Another energy barrier was erected around the new city of Red Deer, but this time it was done to counter the bad weather and frequent razor storms.
Selling Ark Tech from the Ark at Edmonton and manufacturing high-tech tools and weapons was gathering a good profit for Red Deer inhabitants, and to prevent the city from being overcrowded by fortune seekers and criminals, a system of IDs was established. The IDs are small identification implants which reports the name and location of its owner to the system. Most of the infrastructure and transactions are tied to this ID system, making all the residents heavily dependent on their implants proper work. Residents of other races and temporary visitors are given electronic passes which work the same way as implants combined with scanned biometric data. To keep track on all the people with IDs, the Ark-Brain was removed from the Ark and set up in the data center which location remains secret. The Ark-Brain is named Enhanced Self-Training High Efficiency Terraforming Enumerator, an ESTHETE. Over time, all the administrative work was entrusted to it as it proved its efficiency and fail-safety. Now it controls public transportation, maintenance, law enforcement, most of financial affairs, mass media and many other parts of city's life. The city looks almost perfect and utopian… at least for those who has the ID. Those who don't have it for some reason or had it revoked, usually don't last long. They either get exiled into the desert or just disappear. Talking about those people is frowned upon and considered "spreading misinformation". This part of the city's life is kept under the rug. Members of powerful organizations such as VBI or 7th Legion are treated way better. If one's transgressions are severe enough for their ID revocation to be inflicted, their organization is informed about that and the transgressor is escorted outside the city when the company vehicle is ready to pick them up.
The buildings mostly consist of durable plastic panels, like those can be found at Shondu's estate or Tranquility in Bay Area. The most reinforced buildings such as military, administrative and research laboratories look like they are made of materials found in Ark interior. The city looks clean and well-maintained.
Public transportation is provided by Mag-Lev train lines spread throughout the city, as well as hovercraft taxis which can be called from anywhere using the ID card or implant. Hover bikes can be rented as well.
The law enforcement is provided by hunter drones similar to those Volge use. Drones are supplied with a voice recognition system and holographic projectors to help them provide information and communicate with city residents.
The government consists of six Indogenes chosen to be in the so-called Inner Circle. They are rarely seen on public and rumors have it that they are no longer in power as Esthete alone calls the shots. Speculating about that is considered spreading misinformation.
The city has trade relations with many organizations and cities, their main trading path being the southern road to Helena. Bad weather and dangerous terrain still pose a problem for trading transactions. Some tensions recently appeared with the Gulanee and Biomen empire of Vancouver recently. The empire blames Red Deer for the increased rate of razor storms inflicting heavy damage on their settlements and residents of Red Deer blame the Empire for some trade caravans disappearing. Tensions increased to the point of the open conflict, which both sides suppose can happen at any moment. It's not uncommon to hear an intrusion alert signal after which a play-war may start right on city's streets with drones and military units fighting a holographic "enemy" or chasing an imaginary spy.
